ASI Government serves as a trusted adviser to government leaders seeking improved performance, enhanced organization effectiveness, and strategic change.</p></div><p><span style="font-size: 10pt;">ASI Government is seeking an experienced <strong>Program Manager</strong> to lead a dedicated acquisition support team in direct support of the Centers for Disease Control and Prevention's (CDC) Office of Acquisition Services (OAS). This role is a key personnel position under a contract supporting CDC's Office of Safety, Security, and Asset Management (OSSAM) modernization initiative. The Program Manager will oversee a team of Contract Specialists performing the full acquisition lifecycle and is responsible for quality assurance, staffing continuity, deliverable compliance, and contractor performance.</span></p> <p><span style="font-size: 10pt;"><strong>Key Responsibilities:</strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Provide oversight and management of a team of Contract Specialists supporting CDC's Office of Acquisition Services (OAS).</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Lead pre-award acquisition activities including market research, solicitation development, evaluation support, and source selection documentation.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Oversee solicitation and evaluation of offerors or quotes across multiple contract vehicles including GSA eBuy, Beta.sam.gov, GWACs, and SBA 8(a).</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Manage post-award activities including contract modifications, option exercise notices, de-obligations, and electronic procurement file management.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Ensure contract files are complete, accurate, and submitted to the Contracting Officer's Representative (COR) within required timeframes.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Prepare and submit monthly progress reports and weekly status reports; conduct bi-weekly update meetings with the COR.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Maintain high standards of quality assurance, responsiveness, and compliance with FAR, HHSAR, and HHS/CDC local acquisition policies.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Serve as the primary point of contact for the government COR and Contracting Officer; respond to government concerns within required timeframes.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Ensure all contractor personnel complete required onboarding, security, records management, and ICE system training.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Manage corrective action plans and timely identification and resolution of issues affecting contract performance.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Complete procurement data reports in the Federal Procurement Data System (FPDS).</span></li> </ul> <p><span style="font-size: 10pt;"><strong>Required:</strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Bachelor's degree required.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Minimum of <strong>7 years</strong> of combined experience in program management, federal contracting, and/or acquisition planning.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Current or previous <strong>FAC-C</strong> (Federal Acquisition Certification in Contracting) for a minimum of 5 years, or civilian equivalent.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Demonstrated knowledge of the Federal Acquisition Regulation (FAR) and HHS Acquisition Regulation (HHSAR).</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Experience managing cradle-to-grave acquisition functions across multiple contract types (FFP, T&amp;M, Cost).</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Ability to obtain a Background Investigation clearance.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>Preferred:</strong></span></p> <ul> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Previous experience with CDC's Integrated Contract Expert (ICE) contract writing system.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Familiarity with CDC's Office of Acquisition Services (OAS) or similar HHS acquisition environments.</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Experience with GSA Multiple Award Schedule (MAS) procurements and government-wide acquisition contracts (GWACs).</span></li> <li style="font-size: 10pt;"><span style="font-size: 10pt;">Experience managing Small Business Administration 8(a) program procurements.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>Work Location &amp;
