The Opportunity: This role conducts Affiliate Third Party Risk Management (TPRM) as part of a team that manages all of the bank’s affiliate agreements, which present heightened regulatory and internal risk exposure compared to arms-length third-party relationships. The role is operationally heavy, with responsibilities spanning: the establishment of bank-consumed and bank-provided affiliate service agreements, including Statement of Work and Service Level Agreement authoring; driving agreement actions through governance and committee requirements; performing ongoing monitoring of affiliate providers; and tracking financial impacts. The role enables USAA’s third-party risk management and procurement strategies by managing risk, strengthening operational efficiency, driving enterprise value, and delivering exceptional customer experience through effective relationship management of multiple third-party relationships. This position resides within a line of business or staff agency (CoSA) and requires continuous engagement and collaboration with other third-party roles, such as Category Managers, within the CoSA operating environment. We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, or Tampa, FL. Relocation assistance is not available for this position. What you'll do: - Responsible for effective and compliant management of multiple third-party relationships with inherent risks that can decrease or hinder the Association’s ability to execute on one area of the mission, damage reputation, or impair financial stability of the Enterprise such that capital strength or liquidity is impacted. - Leverage extensive knowledge of industry laws and regulations along with approved USAA third-party risk management and procurement policies, standards, processes and controls, technology and tools, etc., to identify, measure, document, mitigate, and manage existing and emerging risks while diligently monitoring third-party relationship compliance with USAA and regulatory requirements. - Responsible for driving execution of required on-boarding activities, ensuring third-party providers have required access to appropriate USAA systems, facilities, online resources, training, etc., with support from Procurement, Information Security, Compliance, etc. - Ensure termination of relationships, including removal of system and physical access to USAA assets as well as coordinating transition to in-house functional areas or onboarding of an alternate third-party. - Execute the Inherent Risk Questionnaire (IRQ) process to assess risk profiles of third parties and ensure effective application of appropriate rigor to manage risks through the duration of the relationship. - Identify, monitor, and manage action plans to address risk and performance issues or findings. - Follow approved escalation processes to ensure timely issue resolution and completion of action plans. - Assist leadership in preparing responses to regulatory inquiries involving assigned relationships. - Partner with first line of defense (i.e., Business Risk and Control Advisors) and second line of defense partners (i.e., Risk, Compliance) to develop, implement, and monitor operational controls that enable effective management and deliver expected performance from integrated business processes (end-to-end USAA and third-party execution). - Ensure contract documentation accurately reflects products or services provided via assigned third-party relationships and monitor the third party’s ability to deliver against contractual requirements and service level agreements. - Support the development of key performance indicators for the relationship. - Monitor third-party relationships for Member complaints and levels of Member satisfaction. - Reconcile and ensure payment of third-party relationship invoices, purchase orders, and spend management. - Foster effective collaborative partnerships with third-party suppliers and internal clients. - Facilitate management routines and document conversations between USAA stakeholders and third-party relationships to gain alignment on compliance with new or changing laws and regulations, strategic direction, roadmaps, risk appetite, etc. - Identify Association value through analysis of the strategic objectives of sourcing a product or service to a third party and evaluate the alignment with broader CoSA and Enterprise objectives, including the development of projections of future demand related to third-party relationships based on expertise in business, industry, and other trends. - Serve as a coach to peers and team members and act as a resource for escalated issues. - May be required to perform the duties of a Third-Party Manager (TPM) in situations where there is a need to aggregate risk and strategic value of the Third Party across all the Third-Party Relationships with that Third Party at USAA (e.g., supplier has contracts with multiple USAA entities or CoSAs). - Ensure risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures. What you have: - Bachelor’s degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of a degree. - Minimum 6 years’ relevant supply chain management, vendor or third-party risk management, or operations experience in financial services, information technology, or related industry. - Minimum 2 years’ experience with relevant regulatory compliance, industry regulations, and regulatory data sources such as Office of the Comptroller of the Currency (OCC), Federal Reserve Board, Consumer Financial Protection Bureau (CFPB), etc. - Advanced knowledge of relevant business processes and regulatory compliance requirements. - Advanced knowledge of supply chain management, budget controls, and project management. - Experience analyzing and interpreting data. - Strong communication skills with proven ability to influence solutions across all organizational levels. - Strong attention to detail in third-party relationship management. - Knowledge of federal laws, rules, regulations, and applicable guidance to include REG W, FRA 23A and B/TPRM, OCC Heightened Standards. What sets you apart: - Extensive TPRM (Third Party Risk Management), VRM (Vendor Relationship Management), SD (Service Delivery – e.g., servicing or call center), Supplier Management, or Contracting/Sourcing deep expertise. - Deep experience in at least one of the following areas: management of external or affiliate or intercompany suppliers or service providers; supplier governance; and risk and controls. - Strong knowledge of risk and compliance, regulations, and regulatory requirements within Third Party Supplier Management, including Affiliate Risk or Reg W governance, oversight routines, and regulatory alignment. Compensation range: The salary range for this position is: $93,770.00 - $179,240.00. USAA does not provide visa sponsorship for this role.
